FIFTY-eight percent of Filipinos prefer that President Gloria Macapagal-Arroyo to resign from public office because they distrust her and believe that she cheated her way to victory in last year’s elections, an October 15 to 27 survey of Pulse Asia showed.
The survey asked 1,200 respondents for the most beneficial political scenarios for the Philippines and likely persons to lead the country.
The survey showed that out of the 58 percent, 17 percent want Arroyo to resign and a special presidential election be held while 12 percent said Arroyo should resign and be replaced by Vice President Noli de Castro.
Eleven percent said Arroyo should resign and be replaced by a temporary junta that will prepare for the election of a new President or Prime Minister. Another 11 percent said Arroyo and de Castro should resign and Senate President Franklin Drilon should take over while preparations for a special election is being held.
Eight percent said Arroyo and de Castro should take over while preparing for a new government under a new Constitution.
Only 35 percent of the respondents said Arroyo should continue leading the country. Of this number, 24 percent said she should complete her term while 11 percent said the 1987 Constitution should be changed so that a parliamentary government can take over before 2010.
Only four percent favor the staging of a coup d’etat and two percent want foreign intervention.
Pulse Asia explained “majority of Filipinos continue to favor the President’s resignation because they distrust her and believe that the 2004 presidential election was rigged.�
The survey showed that 52 percent of Filipinos believe that she did not win the elections fairly, 30 percent are unsure and only 17 percent believe that she did
not cheat her way to victory.
However, there is still no definitive agreement among Filipinos as to who is the best person to lead the country.
So far, 19 percent said it is de Castro, 14 percent said former President Joseph Estrada, 13 percent picked Senator Panfilo Lacson, 12 percent said President Arroyo, eight percent want movie actress and widow of former presidential candidate Susan Roces, and four percent said Chief Justice Hilario Davide Jr.
Metro Manilans and those from Class A, B and C prefer Lacson; those from Luzon want Estrada and Lacson; and Visayas, Mindanao, and Classes D and E want de Castro.
Forty percent of Filipinos said Arroyo is not acceptable to them to lead the country, 39 percent said it is former President Fidel Ramos, 34 percent said Eduardo “Bro. Eddie� Villanueva, 29 percent said Roces, 25 percent said Lacson, 20 percent said Estrada.

Arroyo lead of 1.06 m votes ‘artificial and tampered’
A management systems analyst testifying at the Citizens Congress for Truth and Accountability (CCTA) yesterday showed that the reported conversation between Pres. Gloria Macapagal-Arroyo (PGMA) and COMELEC Commissioner Virgilio Garcillano, where the question “will I still lead by one million votes?” (reportedly posed by PGMA) may be corroborated by a comparative study showing an artificial or fabricated lead of at least 1,063,772 votes nationwide in favor of PGMA.
In his first public appearance and disclosure through a powerpoint presentation entitled “The 2004 Elections: The Truth Behind Hello Garci”, Engr. Jun Estrella analyzed and compared key conversations in the ‘Hello Garci” CD and election documents to conclude that there was “wanton violation of election laws to favor GMA”.
Estrella is a management systems adviser engaged in consultancy work and training. His testimony yesterday on the CCTA session of electoral fraud followed that of National Bureau of Investigation documents chief Segundo Tabayoyong and incumbent NAMFREL provincial chair for Lanao del Sur Hadji Abdullah Dalidig.
Estrella cited “evidence of fraud” in the tampering of election returns (ERs) and Certificates of Canvas (CoCs), in violation of Section 212 of the Omnibus Election Code. Election documents, particularly from Agusan del Norte, Pasig, Capiz, Las Pinas, Ilocos Sur, and Southern Leyte, were clearly tampered with, Estrella says.
“Pinapalitan ang serial number ng mga dokumento,” Estrella noted, warning that this automatically voids the authenticity of the particular ERs and CoCs as a valid election document.
Estrella also estimates that the COMELEC inflated the number of expected registered voters from 38.8 M to 43.5 M (an addition of 5 M). Estrella also estimated a 951,695 unexplained increase in voters in the Pampanga, Cebu, Iloilo and Bohol (PCIB) area, facilitating an “artificial lead” of 567,656 of votes in the PCIB area.
The fabricated votes for PGMA in the PCIB bailiwicks in Luzon and Visayas, however, still couldn’t outnumber the votes for FPJ, Estrella said, making it imperative for PGMA to contact Garcillano to garner more votes in favor of her in Mindanao.
Estrella cited numerous “statistical improbabilities” and wide discrepancies between the ERs and Provincial and Municipal CoCs that indicate that the results were rigged through “dagdag-bawas” in the areas of Lanao del Sur, Basilan, Sulu, Taw-Tawi, Maguindanao, and Sultan Kudarat.
A pattern of “baliktaran” occurred in several areas, such as Tipo-Tipo in Basilan where the initial ERs show FPJ garnering around 71% of the votes while PGMA garnered 29%. In the CoCs, however, PGMA is shown to have garnered 75% of the votes, while FPJ goes down to as low as 25%. Estrella also notes that PGMA paid two respective phone calls to Garcillano on June 3 and June 7, inquiring about the situation in Tipo-Tipo.
Estrella also cited “statistical impossibilities” of several election results in Mindanao, particularly the case of Poona Bayabao in Lanao del Sur. Yesterday, Dalidig reported that “In the municipality of Poona Bayabao, Precinct # 25-A, sa ER ay mas malaki ang lamang ni FPJ [kaysa kay Pres. Arroyo]. But in the COC, all other candidates [FPJ, Lacson, Villanueva, Roco] got zero (0) votes, while PGMA got 4,700 votes.”
In Maguindanao, Estrella reported, there were “11 municipalities with no elections, but with results”, with 99% of votes in favor of PGMA.
All in all, Estrella estimates that 662,460 votes were affected by “dagdag-bawas” operations in Mindanao.
Estrella concluded that PGMA garnered a 567,656 artificial lead in the Luzon and Visayas areas due to an unexplained addition of voters, and a lead of 496,116 votes in Mindanao to come up with a nationwide lead of 1,063,772 votes over FPJ.
Estrella also analyzed the Lower House’s refusal to open the ERs and dismissal of all objections as an “attempt to legitimize fraudulent election results”.
Estrella closed his presentation with calls to “pursue the truth and push for genuine electoral reforms”.
The CCTA sessions will resume on November 15, 9 am to 1 pm, at the University of Makati. The third session will be dealing with cases related to human rights violations under the Arroyo administration.
On CCTA being monitored
CCTA spokesperson Rep. Lorenzo “Erin” Tañada III said, “The administration can monitor all they want. The Citizens’ Congress has nothing to hide. The witnesses are just presenting evidence and documents which are official if not photocopies of the original.”
UP Professor of History Dr. Maria Serena Diokno, spokesperson for CCTA convenors, has a suggestion to Malacañang officials: “Rather than monitor proceedings, Palace officials are welcome to take part in the CCTA proceedings so their fears can be removed.”
Likewise, CCTA head of presentors Atty. Romeo Capulong stated, “We are not afraid of threats of filing various cases against personages involved in the Citizens’ Congress. Kung kinakailangan, handa kaming makulong lahat alang-alang sa katotohanan at katarungan”.
The Presidium
The CCTA is led by a 15-member Presidium chaired by former vice president Teofisto Guingona, Jr. Other members include former UP College of Law dean Merlin Magallona, UP law professor Victoria Avena, former human rights commissioner Atty. Nasser Marohomsalic, former UE President Baltazar Endriga, IFI Bishop Alberto Ramento, Dr. Sixto Roxas of the Maximo Kalaw Institute for Sustainable Development, Sharon Rose Joy Ruiz Duremdes of the Ecumenical Women’s Forum, Menchie Cargadag of the Geneva-based World Council of Churches, and former UP College of Social Sciences and Philosophy Dean Consuelo Paz. A panel of endorsed sectoral representatives—representing the youth, workers, urban poor, women, and peasants sectors—will sit alternately in the Presidium.

LOS ANGELES (Reuters) – U.S. Rep. Randy “Duke” Cunningham, a California Republican, fought back tears as he resigned on Monday after pleading guilty to taking $2.4 million in bribes in exchange for help in securing Defense Department contracts.
Cunningham, 63, an eight-term congressman and decorated Vietnam War pilot, admitted taking cash, antiques, a yacht, vacation expenses and money for his daughter’s graduation party from several defense contractors between 2000 and 2005.
“I am resigning from the House of Representatives because I’ve compromised the trust of my constituents,” Cunningham told reporters after a hearing in San Diego federal court.
He pleaded guilty to conspiracy to commit fraud, bribery and tax evasion, as well as one count of failing to report more than $1 million in income in 2004.
Cunningham’s fall was the latest scandal to hit the Republicans who have controlled Congress for over a decade.
Former House Majority Leader Tom DeLay, a Texas Republican, was indicted in September on charges of breaking his state’s campaign finance laws. The Securities and Exchange Commission is investigating stock sales by Senate Majority Leader Bill Frist, a Tennessee Republican, and vice presidential aide Lewis Libby was charged last month with perjury over the leaking of a CIA operative’s name.
House Democratic leader Nancy Pelosi of California said in a statement that the Cunningham case was “just the latest example of the culture of corruption that pervades the Republican-controlled Congress.”
Cunningham, who denied any wrongdoing in July, said he was deeply sorry and ashamed and would cooperate in the government investigation of at least four defense contractors.
“I broke the law, concealed my conduct and disgraced my office. I know that I will forfeit my freedom, my reputation, my worldly possessions, most importantly, the trust of my friends and family,” he said, choking back tears.
Cunningham had already said he would not seek re-election in 2006. He will be sentenced on February 27 when he faces up to 10 years in prison.
His guilty plea followed several months of investigation by the Internal Revenue Service, the criminal investigative arm of the Pentagon, the FBI and federal prosecutors.
Cunningham is a member of the House intelligence committee and the appropriations sub-committee that controls defense spending.
“Yes, your honor,” Cunningham said when Judge Larry Burns asked him if he had accepted bribes in return for influencing the award of tens of millions of dollars in defense contracts.
No contractors were named in the plea agreement but prosecutors said some months ago they were investigating the $1.6 million sale in 2003 of Cunningham’s home in Del Mar, California, Mitchell Wade. Wade was until recently the chief executive of Washington-based defense contractor MZM, Inc.
Wade quickly sold the home for a $700,000 loss in the midst of San Diego’s booming housing market.
The U.S. Attorney’s office in San Diego said another, unnamed, defense contractor paid off the mortgage on Cunningham’s new multimillion dollar home in the San Diego area, while a third contractor provided a $200,000 downpayment on a condominium in Virginia.
Cunningham also received a yacht, a Rolls-Royce, jewelry, rugs and travel expenses, according to court documents.
As part of the plea agreement, Cunningham agreed to forfeit more than $1.8 million in cash, his interest in his San Diego homes and more than a dozen antiques and pieces of furniture.
